Medicaid has been defined as a “government insurance program for persons of all ages whose income and resources are insufficient to pay for health care” by The Health Insurance Association of America. Medicaid can be used in many circumstances, but for our purposes we will concentrate on the use of Medicaid benefits to pay for long-term care like skilled nursing homes.
Most states administer Medicaid through their own programs. The program in Arizona is called AHCCCS, Arizona Health Care Cost Containment System. ALTCS, Arizona’s Long Term Care System, is the part of AHCCCS that handles long-term care.
